13 Live Parts

13.3 An uninsulated live part and its support shall be secured to the base or mounting surface so that it will be prevented from turning or shifting in position if such motion may result in a reduction of spacings below the minimum acceptable values.
13.4 Friction between surfaces is not acceptable as the sole means to prevent the turning of a live part. A property applied lock washer or a factory-assembled press-fit is acceptable for this purpose.
